Brief Description


The Municipal Capability & Partnership Programme (MCPP) enables municipal partners to join forces in improving service delivery and tackling current and future development challenges peculiar to mining towns and regions. Challenges include the increased service demands from fast-growing settlements, rising socio-economic vulnerability of households, and a complex regulatory and intergovernmental environment.

The Programme is a collaboration between Anglo American, Thungela Resources and the Department of Cooperative Governance and Traditional Affairs (CoGTA) to strengthen municipal governance capability, the commitment from Anglo American Platinum, Kumba Iron Ore, De Beers, and participating mines and the active involvement and co-ownership of participating municipalities. The Council for Scientific and Industrial Research (CSIR) is the value-add implementing partner and is enabled through the collaboration of a range of industry and government collaborators.

The Programme is currently operating in nine municipalities, namely Gamagara and Tsantsabane local municipalities in the Northern Cape; Blouberg, Musina, Fetakgomo-Tubatse, and Mogalakwena local municipalities in Limpopo; Moses Kotane Local Municipality in North West; and Emalahleni and Steve Tshwete local municipalities in Mpumalanga.

In each municipality, municipal leaders, teams and relevant industry partners are supported to co-create interventions and strengthen the capabilities required to improve the quality of service delivery and the developmental impacts of investment. Through collaborating with municipal teams and partners responsible for basic service delivery and sustainable development the Programme also contributes to strengthening the impact and functionality of teams and partnerships.

The Programme is part of Anglo American’s Collaborative Regional Development (CRD) approach which collaborates with partners in government, business and civil society to pursue opportunities for socio-economic development. The Programme is managed in collaboration with other local government and sector partners to ensure complementarity across relevant provinces and districts.
