Cities and Climate Action

This report is a call to action for inclusive, climate resilient urban development. It emphasises that cities are critical in addressing the climate crisis but that their full potential remains largely untapped. The report highlights the urgent need for appropriate urban policies, financing, and legislation that support sustainable housing, basic services (like water, sanitation, energy, and transport), and compact, efficient land use to both mitigate and adapt to climate change. Despite the challenges, the report is optimistic, stating that solutions already exist and cities are beginning to demonstrate innovative and scalable responses to climate threats. It calls for multi-stakeholder governance, increased financing, and alignment with global frameworks like the New Urban Agenda and SDG 11 (Sustainable Cities and Communities).
This is especially important for Africa, where urbanisation is accelerating and cities are already experiencing the brunt of climate-related disasters. The report highlights that African cities are highly vulnerable to climate related hazards such as floods, droughts, heatwaves, and sea-level rise risks intensified by rapid, often unplanned urbanisation and widespread informal settlements. Despite these challenges, the report identifies significant opportunities for African cities to become global leaders in inclusive, climate resilient development. It stresses the need for investments in basic services, sustainable housing, and infrastructure, as well as stronger governance and grassroots participation. With the right support, African cities can leapfrog to low-carbon, resilient urban models, contributing meaningfully to both local well-being and global climate goals.
