White Paper for Policy Formulation and Project Implementation
The TP4D group's updated White Paper offers recommendations for policymakers, donors, and practitioners on policy formulation, project design, and governance. It emphasises the importance of integrated territorial approaches to achieve the 2030 Agenda's Sustainable Development Goals (SDGs), which are currently behind schedule. These approaches provide systemic, context-specific, and inclusive strategies to address SDG interconnections through multi-level, multi-stakeholder, and whole-of-government governance. Highlighting the marginalisation of vulnerable groups and remote regions exacerbated by COVID-19, the paper advocates for rights-based and participatory methods to promote inclusive and equitable solutions. Originating from the 2018 “Living Territories” conference, the initial White Paper laid the foundation for these principles. The TP4D group comprises international partners such as the OECD, European Commission, UNCDF, and FAO, with the new White Paper also supported by BMZ. The report outlines effective pathways to implement territorial approaches for sustainable development.
