Towards a Smart City Model for Local Government
The Case of South African Metropolitan Municipalities

This article examines the readiness of South African metropolitan municipalities specifically in Gauteng to adopt smart city initiatives in line with global trends in ICT and Fourth Industrial Revolution (4IR) technologies. It highlights significant challenges, including insufficient investment in human capital and ICT infrastructure, and the fragmented, uncoordinated use of smart city models that are often designed for different international contexts. Based on an empirical study, the article proposes a tailored smart city readiness model to guide South African cities in their transition, aiming to support more integrated, effective planning and implementation of smart technologies for improved service delivery.
