This article highlights the importance of implementing a Sustainable e-Compliance, Customer-Centricity, and User Fees Conceptual Framework to improve revenue management for water and sanitation services. This framework integrates e-compliance, customer-centric approaches, mindful consumption, and user fees to align the interests of Water Services Authorities (WSAs) and consumers.

 

It argues that addressing water service challenges requires:

  1. Good governance principles
  2. Efficient institutions with balanced regulation and policy enforcement
  3. Stakeholder and community engagement
  4. Effective information and communication technology (ICT) solutions to enhance internal and external customer engagement for better service delivery and revenue inflows.

 

Incorporating theories of taxation and mindful consumption, the framework aims to holistically address service delivery and ensure efficient revenue management.
