The primary goal of the Multi-level Urban Forums Guide is to enhance the function of these forums, making them key venues for urban policy dialogue, stakeholder engagement, resource mobilisation, and coordinated actions towards sustainable urban development. By strategically supporting countries, these forums can create synergies across various governance levels—subnational, national, subregional, and regional—maximising the benefits and addressing the challenges of rapid urbanisation. The guidelines are designed to be continuously refined to ensure inclusivity, co-creation, and effective implementation of urban policies at all relevant levels.

 

Urban Forums serve as essential platforms for localising and implementing global agendas, facilitating evidence-based policymaking, and reviewing and communicating policy outcomes and progress. These forums are critical in creating a valuable feedback loop for policy, ensuring that the policies are both relevant and effective on the ground. They enable diverse stakeholders to participate in discussions, thus fostering an inclusive approach to urban development.
