This report titled Mapping Urban Transport Governance examines the role of cities in economic growth, highlighting how urban areas contribute significantly to a country's GDP despite having smaller populations. It notes the ongoing trend of urbanization and emphasizes the importance of effective transportation, land use policies, and urban planning for sustainable development. The report also addresses the complexities of urban transport governance, which often involves fragmented systems at national and subnational levels, leading to inefficiencies and conflicts. Poor governance results in negative outcomes such as increased motorisation, congestion, inadequate planning, social exclusion, air quality deterioration, and higher greenhouse gas emissions.

 

The study aims to understand the multi-dimensional aspects of urban transport governance and includes three primary tasks:

  • Developing a methodological framework for characterising Urban Transport Governance (UTG).
  • Piloting this framework in select cities.
  • Strategising for broader data collection efforts and problem-solving approaches to UTG.
