This joint outcome statement on urbanisation and climate change (PDF, 510KB) showcases the substantial progress in collaborative and ambitious multilevel climate action, evident in the inaugural COP28 Local Climate Action Summit (LCAS) held on December 1-2, 2023. With over 500 attendees from 60+ countries, including 250+ mayors and governors, the LCAS emphasised the significance of subnational leadership in achieving Paris Agreement goals. The summit introduced the Coalition for High Ambition Multilevel Partnerships (CHAMP), backed by 70+ national governments, aiming to enhance collaboration between national and subnational leaders in planning, financing, and implementing future climate strategies. Additionally, the second Ministerial Meeting on Urbanisation and Climate Change on December 6, 2023, brought together over 1000 attendees, fostering discussions on achieving Paris Agreement targets through multilevel climate action. Noteworthy outcomes include encouraging mechanisms for multilevel climate action, recognising the importance of subnational contributions, and urging accelerated deployment of climate finance to support local action.

 

The key outcomes presented are comprehensive and encompass various facets of climate action. They call for mechanisms to advance multilevel climate action across government levels, recognise efforts in the Global Stocktake and the launch of CHAMP, encourage streamlined support for cross-sectoral and multilevel climate action, and highlight the importance of reporting subnational climate data. Further, the outcomes stress the operationalisation of the Loss and Damage Fund, urge accelerated climate finance deployment for local action, and encourage commitments from local governments for just transitions. Recognising opportunities for local climate action to align with the 2030 Agenda, the outcomes propose the annual convening of the Ministerial Meeting on Urbanisation and Climate Change and its linkage with related events. Finally, they encourage all parties to consider these outcomes in their deliberations during COP28 negotiations.
