The Corrective Action Request and Report System (CARRS) was created to improve service delivery and support the Department of Rural Development and Land Reform’s Comprehensive Rural Development Programme. Developed by the Council for Scientific and Industrial Research (CSIR) and funded by the Department of Science and Innovation (DSI), CARRS is an ICT tool that helps manage service delivery issues to reduce the chances of community dissatisfaction and unrest (PDF, 228KB).

 

Piloted in multiple local municipalities to address water service incidents, the system has shown both successes and challenges, which provide valuable insights for policy review and future improvements.
