The White House Council on Environmental Quality (CEQ) launched the Climate and Economic Justice Screening Tool (CEJST) in 2022 to identify disadvantaged communities and guide federal investment. The Tool helps prioritise infrastructure spending in vulnerable areas, building on decades of research showing that marginalised communities face high levels of environmental hazards and poverty. Geospatial tools like CEJST have been used since the 1980s to address environmental injustice.
