The Department of Science and Innovation (DSI) commissioned this review of fifty District Development Model (DDM) One Plans because they wanted to know more about:

  • the nature of technology projects being proposed,
  • the degree to which there is technology uptake,
  • whether innovation was being mainstreamed, and ultimately
  • to develop the tools necessary to assist the Department in supporting such DDM-inspired initiatives.

Within the One Plans, there's a range of details concerning catalytic and standard projects. Each district addresses challenges and aligns with its mission to propose projects, specifying the relevant sector or department for implementation. Districts employ a diagnostic study that considers demographic and other data to prioritise projects based on necessity and urgency.
 

Department of Cooperative Governance and Traditional Affairs (COGTA) reports that the DDM serves as a practical framework for Intergovernmental Relations (IGR), facilitating collaborative planning, budgeting, and implementation among all three levels of government, along with communities and stakeholders. This approach aims to generate a single comprehensive plan, known as the One Plan, for each of the country's 44 districts and 8 metropolitan areas.
