Climate Finance for the Urban Poor
A Review of Global Climate Funds
This research focuses on the allocation of global climate finance and its impact on the urban poor, particularly those living in informal settlements and slums. It examines how climate finance funds aimed at supporting climate adaptation and mitigation efforts is distributed and highlights the severe underfunding of projects targeting vulnerable urban communities. By analysing data from 22 global climate funds, the research reveals that only a small fraction (2.1%) of projects and 3.5% of total funding (USD 1.2 billion) address the needs of the urban poor, raising concerns about climate justice.
The study emphasises the need for increased investment in urban infrastructure, basic services, and risk reduction measures to better support these communities and enhance their resilience to climate change. It also calls attention to the lack of data and accountability in tracking how much climate finance actually reaches the urban poor.
