A People’s Led Approach to Informal Settlement Upgrading

The concept of upgrading informal settlements to enhance living conditions is now widely acknowledged by governments and international bodies as the most effective approach. This aligns with Sustainable Development Goals aiming to provide suitable housing and services by 2030. Despite the recognition, the adoption of citizen and community-led upgrading has taken decades, and many informal settlements still face forced demolition rather than improvement. Challenges persist even when upgrading is embraced, with some efforts leading to basic enhancements. Expanding successful upgrading initiatives to a diverse range of settlements is difficult, yet vital for climate change resilience.
This publication draws insights from South African experiences, particularly the Informal Settlement Network and the Federation of the Urban and Rural Poor. It delves into community-led upgrading practises, tools like savings and data collection, and their impact on changing government policies. It also discusses partnerships with local governments to scale up upgrading, highlighting successes and shortcomings. Despite positive commitments, practical implementation encounters obstacles due to bureaucratic complexities and inappropriate regulations in local government processes.
