However, infrastructure is not the alpha and omega to a smart city; it relies heavily on the ability of citizens to engage with and make effective use of technological tools and adaptation to digital advancements. South Africa faces uniquely complex challenges of urbanization, municipalities confined in rural setups, service delivery gaps, and socio-economic disparity.
